Interest Reipublicae Ut Sit Finis Litium

It means it is in the interest of the state that there should be an end to litigation.

Section 23 of the Indian Evidence Act, 1872 is based upon the principle (interest rei publicae ut finis litium) that it is in the interest of the State that there should be an end of litigation.
